To provide a flood preventive shutter for easily blocking flood of water from an opening part with a simple facility without needing much manpower and electric power in occurrence of flood damage.

An installing opening part A is dug down to about 1 meter from a ground surface, and C-shaped guides are attached to both sides B. A bellows type water tank D is buried together with a drain pump F. A feed water opening E can be installed at either side of the inside and outside of the opening part or at both the sides, and an optional shield height can be secured by adjusting an amount of feed water. In addition, drainage is performed from a lower drain opening G in storage, or the bellows type water tank can be contracted by pumping up water from the feed water opening E. In normal time, the device is stored in a ground surface lower part and a both-wall faces, and passing is not obstructed.
