To reduce leaking flow rate, to decrease unevenness of the output flow rate characteristics, and to simplify manufacturing process.
A valve housing 11 having a valve chest S, and a solenoid housing 12 in which the stationary part of a rotary solenoid 6 is buried, are molded of a resin integrally. A rotor 63 which consists of a permanent magnet is installed to a turning shaft 4, and a valve body 5 is also installed to the shaft 4. In the condition no power is fed to a coil 61, the relative angle of the rotor 63 is made constant to a yoke 62 composing the stationary magnetic circuit of the rotary solenoid 6, by a detent torque. The output flow rate characteristic is regulated by turning the rotor 63 relatively to the shaft 4, or by turning a collar 7 relatively to the valve body 5.
