An oil chamber 19 is formed between the movable core 12 of the solenoid 13 and a fixed core 16, a communication hole 12d to communicate the oil chamber 19 with the oil passage 11f is provided in the movable core 16, and an orifice 12c is arranged in the communication hole 12d. Thus, discharge rate or inlet rate of oil per hour from the oil chamber 19 are restricted, and moving speed of the movable core 12 can be restrained.
