To provide a foreign matter removing device for a sheet or a web capable of removing a foreign matter without causing the deterioration of the quality of the sheet or the web, and extending a replacement cycle of an adhesive dust removing roller to reduce cost.
The foreign matter removing device includes: a rubber cylinder 303 to which the foreign matter adhered to a paper sheet W during conveyance is transferred; a brush roll 212 abutting on the rubber cylinder 303; and a plate cylinder 304 which abuts on the rubber cylinder 303, and has a plate 11 with an adhesive sheet 10 in place of a machine plate. The brush roll 212 is disposed downstream in a rotational direction of the rubber cylinder from a portion where the rubber cylinder 303 is brought into contact with the paper sheet W, and the plate cylinder 304 is disposed downstream in the rotational direction of the rubber cylinder from the brush roll 212.
