To surely provide a system which can globally prevent the forgery of negotiable securities, official documents, copyright-registered literary works or the like, following dynamic motions of pictures which are not permitted to be printed of the negotiable securities, official documents, literary works or the like, which are always issued and modified in the world.
In a forgery preventing system, a CPU of a management server 5 discriminates similarity between picture information transmitted from a PC1 and negotiable securities, official documents, copyright-registered literary works, or the like, stored in a data base 6 by collating information with the data of the securities, documents, works, or the like, and transmits the information on printing permission based on discriminated result. In addition, the CPU of a printer 3 discriminates presence/absence of printing permission to the picture information returned from the management server 5 and restricts the printing of a picture file based on the discriminated result.
