In the method of manufacturing the forgery preventive printed matter, one of the latent image and a background constituted of an aggregate 1b of large points and the other constituted of an aggregate 1a of small points are combined and formed on a substrate as forgery preventive printing, and a plain print 1c constituted of an aggregate of large points using an ink of different color is superposed. Thus, the forgery preventive printed matter is manufactured.
