PURPOSE: To provide a formulating device which enables extremely convenient handling and ensures that a formulating agent does not reach a filling cylinder in a closed pipeline for filling.

CONSTITUTION: The formulating device has the filling cylinder 69 and is capable of filling the formulating agent through a pipeline 88 for filling which can close the same. The cylinder can be emptied through a pipeline 87 formulation by using a movable piston 72. A filling device 80 is rotatable around a nearly horizontal shaft together with a storage tank. At the first rotating position where the storage tank takes an upper position, the filling pipeline 88 is opened and at the second rotating position, where the storage tank takes a lower position, the pipeline is closed.
