Free access floor 1 comprises a square supporting member 10, a floor panel 20 placed on the supporting member 10, a tile carpet 30 and laid on the floor panel 20, an electric power supply tap 40 and a communication hub 50, and the like. When a plurality of plugs are connected to the power supply tap 40 or the hub 50, the power supply tap 40 or the hub 50 is led out to above the tile carpet 30 to be used in a state of passing the cables to the power supply tap 40 or the hub 50 through both of the cutout 22 of the floor panel 20 and the cutout 32 of the tile carpet 30.
