To provide a frequency characteristic equalizing device which can decrease the calculation quantity of a terminal device for a decentralized speech recognition system.
The frequency characteristic equalizing device 270 includes a bias storage part 158 which stores a bias to be subtracted from an inputted feature vector, a bias subtraction part 150 which subtracts the bias from the feature vector and supplies the result to a vector quantizing device 290, a distance storage part 282 which stores a distance that the vector quantizing device 290 calculates from a plurality of reference vectors selected out of vectors stored in a VQ code book 58 and the output of the bias subtraction part 150, and a reference selection/bias calculation part 280 and a bias update part 286 which select the reference vector closest to the output vector of the bias subtraction part 150 and calculates a bias according to a specified calculation expression to update the bias value.
