To enable spraying with different spray angles respectively suitable for uniform combustion and stratified charge combustion.
An injection hole 4 with a circular cross section is formed at a tip center of an injection valve body 1, and a needle valve 2 opens and closes an entrance opening of the injection hole 4. A swirler chip 6 is fixed to surround the needle valve 2, and a fuel guide groove 11 is recessed into a tip surface 6a along the tangential direction. A sealing plate 13 for covering the tip surface 6a is formed between the tip surface 6a and a bottom surface 1a of the injection valve body 1 and fixed to an attachment groove of the needle valve 2. When the lifting amount of the needle valve 2 is small, a swirl component is small because the sealing plate 13 is away from the swirler chip 6 and the fuel guide groove 11 is opened to a clearance 14. When the lifting amount of the needle valve 2 is large, the strong swirl component is imparted because the sealing plate 13 is close to the tip surface 6a of the swirler chip 6 and the fuel guidance groove 11 is shaped like a passage.
