To provide a fuel reformer burner enabling both the combustion of fuel gas and the combustion of anode off-gas, and preventing a back fire in the combustion of the anode off-gas.
This fuel reformer burner includes: a first pipe 231 to which fuel for a fuel reformer is supplied; a second pipe 232 which is not connected to the first pipe and to which anode off-gas is supplied from a fuel cell stack; and a service pipe 235 connected to the first pipe to supply air to the first pipe. Anode off-hydrogen does not encounter oxygen in the second pipe, so that combustion is not caused in the second pipe, but it encounters oxygen discharged from the first pipe to cause combustion, so that diffusion combustion is caused to restrain a back fire phenomenon to a burner 230 in the combustion of hydrogen gas having a high combustion speed.
