PURPOSE: To improve heat exchanging efficiency with combustion gas, to reduce remarkably the variation of pressure and to supply H2-rich gas to a fuel cell by reforming liquid fuel gas evaporated by an evaporator buried in a specified packing bed.

CONSTITUTION: Off gas of a fuel cell is supplied from an off-gas feed pipe 17 and air is supplied from a combustion air feed pipe 18 to a burner 4 of a fuel reforming apparatus 3 to cause combustion and the combustion gas is passed through a packing bed 20 formed in the bottom section of a combustion chamber 14 which is packed with hot particles 19 of small metal pieces, etc., having large heat capacity. The combustion gas is exhausted from a stack after passing through a chamber partitioned at the outside periphery of an intermediate partition wall 13, manifold 15 of the combustion waste gas and an exhaust gas pipe 16. On one hand, liquid fuel is fed to the evaporator 6 buried in said packing bed 20 through a liquid fuel feed pipe 21 and evaporated and then fed to a reformer 7 comprising plural numbers of metallic pipe packed with a reforming catalyst 23 being connected through an annular fuel gas manifold 22 to the periphery of the evaporator to reform to H2-rich reformed gas and the reformed gas is then transported to a fuel cell through a manifold 24 of the reformed gas and a feed pipe 25 of the reformed gas.
