Gas hydrate pellets (p) are charged in a cooling cylinder 41 or between adjacent cooling plates 27 and then cooled, and the cooling cylinder 41 or the adjacent cooling plates 27 are heated when the cooled gas hydrate pellets (p) are discharged from in the cooling cylinder 41 or between the adjacent cooling plates 27.
