PURPOSE: To provide the title sheet capable of being especially used as a sheet for the landfilling disposal area of industrial waste.

CONSTITUTION: Base cloth 1 has rubbery layers 2 on both surfaces thereof and both rubbery layers have perforations 3 permitting gas to pass but not water so that the opening parts 3a on the side of the base cloth of the perforations provided to both rubbery layers are not opposed to each other. Two sheets wherein rubber layers having perforations 3, 3' are provided to the single surfaces of both cloths 1, 1' are bonded on the base cloth side by an adhesive so that the opening parts 3a, 3'a on the base cloth side of the perforations of the rubbery layers of both sheets are not opposed to each other. When the waste bed of a landfilling area is covered by those sheets, the gas generated in the waste bed can be allowed to transmit through the perforations of the rubbery layers or the gaps in both the cloths to be diffused to the atmosphere, whereas the rainwater falling on surface soil reaches the rubbery layers but, since the perforations of the rubbery layers permit no water to pass, no rainwater reaches the waste bed.
