A control part 11 prepares gate control information 17 corresponding to an operation request from an operating terminal 20. The gate control information 17 is a connection list in which data elements including gate numbers and target opening are connected with other data elements by pointers. A gate control command output part 16 sequentially prepares control command codes for adjusting the opening of gates 23a-23n based on each data constituting the gate control information 17. A driving control part 12 controls driving of gate driving devices 22a-22n according to the control command codes and the water level of a dam.
