To prevent the unexpected actuation of a machine by providing a gate lever with a first pedal for operating the gate lever into an open position, and a second pedal for operating the gate lever into a blocking position.

A gate lever 11 is bent in L-shape. A lower side horizontal part 11b is supported by a pillow block, and a pedal 21 is fixed to the end part of the lower side horizontal part 11b. The pedal 21 comprises two pedals which are a front pedal 21a and a rear pedal 21b, and is provided below on the inside of a control box 19. When the front pedal 21a is depressed, a gate 11 is lowered forward to block a getting-on/off passage, and the lock of a locking device is released. When the rear pedal 21b is depressed backward, the gate lever 11 ascends to open the getting-on/off passage, and the locking device locks machine operation. An operator therefore need not stoop forward to operate the gate lever nor actuates an operating rod 18 by touching it unconsciously. Machine lock/unlock operation can therefore be performed safely.
