To provide a technology for eliminating the double count of the same person and correctly calculating the degree of gaze.
A face region detection part 12 detects a face region from each input frame, and acquires detected face data such as the detecting position of a detected face. A face posture estimation part 13 estimates the parameter of a face posture. A state discrimination part 14 associates the face regions with a parameter between the previous frame and the current frame, and discriminates the state. A detection ID application part applies a detection ID/gaze time to the face region of the current frame, and a storage part stores face featured values. When the featured values are matched between the current frame and the past frame, the collation processing part 16 replaces the detection ID of the current frame, and adds the gaze time, and updates the storage data of the storage means. A number of observer tabulation part 20 calculates the number of observers from the log of the detection face data and the storage data, and calculates the average gaze time of each gazers.
