A centrifugal force is generated in the direction intersecting the axis of rotation of a disc (1) perpendicularly by rotating the rotary shaft (6) generating centrifugal force, and at the same time, the disc (1) itself is rotated in the same direction as the rotary shaft (6) generating centrifugal force. More specifically, the rotary shaft (6) generating centrifugal force is parallel with the axis of rotation of the disc (1) and has the identical direction of rotating. Torque is generated in the rotary shaft (6) generating centrifugal force in the direction for increasing the rotational speed through interaction of a centrifugal force applied entirely to the disc and rotation of the disc itself. The generator utilizing centrifugal force takes out energy by that torque from a motor also serving as a generator.
