To provide an operation management system of a golf cart which unerringly and timely provides service to users by holding longitudinal and latitudinal points of a cart road actually measured and longitudinal and latitudinal points of necessary locations of a golf course and holding information of the points at a reference station and a mobile station.

The golf cart controller surveys a golf course by a base station equipped with a surveying device and a mobile station, corrects the results of survey and prepares position data, prepares map data by combining the data with a chart having map information, adds at least one from among identification number information, area information, and service information to the map data, makes the added information to be shared by the base station and the mobile station and timely provides to users as message information by an output device in control to manage the mobile station by the base station arranged in the golf course.
