When the communication abnormality is determined, the communication information is transmitted to the communication connection means 20b of the communication destination in a form of selecting a communication line 19 without communication abnormality from among the communication lines 19. The communication connection means 20b transmits the communication information to the communication connection means 20a of the communication source in a form of selecting the communication line 19 of the usage object from among the communication lines 19. When it is determined that the communication line 19 to perform communication thereby is changed from the communication line 19 of the usage object, the communication information is transmitted to the communication connection means 20a of the communication source in a form of selecting the changed communication line 19.
