PURPOSE: To supply a stable electric power source free of electricity failure by a method wherein a dead weight is lifted by the wind force to a high position and the rotor of the generating set is rotated by the gravitational force of the dead weight.

CONSTITUTION: A wind-receiving plate 32 is connected with dead weights 1, 2 through gears 47, 48, 50 and the dead weights 1, 2 are connected with the rotor 11 of the generating set through a gear 10. When thef wind strikes the wind-receiving plate 32, the wind-receiving plate rotates to lift the dead weights 1, 2 to a high places and the rotor 11 of the generating set is rotated by the gravitational force of the dead weights 1, 2 to generate electricity. Therefore, a stable electric power source free of electricity failure can be supplied.
