To provide a device which facilitates the work for assembling a large- sized grinding wheel for grinding outside diameter on a flange.
A grinding wheel assembly device 1 has a main body 100 having a table 120 ascending and descending for a frame 110 and a grinding wheel holding device 200. The grinding wheel holding device 200 can move freely by a chain block 300, mounts a grinding wheel 10 by rolling it from its side in a condition in which it is erected straightly, and holds it by a clamp 220. This grinding wheel holding device 200 is moved by the chain block 300 to bring a radial bearing part 230 in contact with a V block 140 of the main body 100 and put it down on its side to a horizontal position by utilizing the chain block 300. A pedal 130 is stepped on in this condition to drive a hydraulic jack, lift the table 120, and insert a cylindrical part 24 of a flange 20 mounted on the table into a central hole 12 of the grinding wheel 10.
