PURPOSE: To accelerate the velocity of boring in the ground and to maintain high boring efficiency.

CONSTITUTION: A shield pipe 7 is driven into the ground 10 while providing turning effort 8 and percussion force 9 therefor. After that, a boring rod 11 is penetrated into the earth 12 in the shield pipe 7 mentioned above in the ground 10 while providing the turning effort 8 and the percussion force 9 therefor and, at the same time, the earth 12 is removed from the base end 14 side of the shield pipe 7 by fluid 13 injected from the front end of the boring rod 11. According to the constitution, as the shield pipe and the boring rod are driven into the ground 10 with separate operation, damping factor of the percussion force transferred to a driven place in the ground through them is minimized, driving velocity of them is accelerated, and high boring efficiency is maintained.
