Abstract:

To make it possible to prevent underwater from being drawn up due to a capillary phenomenon generally and discharge to the ground promptly excessive pore water produced by the vibration of an earthquake when it broke out and prevent the liquidizing of the ground.

There is provided a tip cone 2 and generally, no underwater is drawn up in the rear part of the cone 2 due to a capillary phenomenon. When an earthquake breaks up, there is buried a penetration water flow cylinder 1 with the top cone with a proper spacing wherein the penetration water flow cylinder 1 comprises a water flow cylinder 4 capable of discharging a large amount of underground water promptly when an earthquake breaks up and a water permeable sheet 8 which covers the outer periphery of the cylinder. This construction makes it possible to prevent the liquidizing of the ground when an earthquake breaks up by burying the penetration water flow cylinder with the cone in simple structure.
