To obtain both a hair grower and a cosmetic for hair capable of promoting blood circulation of scalp and forwarding hair occurrence and hair growth by making the hair grower and the cosmetic include a specific hydroxyfatty acid arginine salt.
The hair grower and the cosmetic for hair comprises preferably 0.01-5 wt.%, more preferably 0.1-5 wt.% of a 2-8C hydroxyfatty acid arginine salt, preferably a 2-6C hydroxyfatty acid arginine salt. A 2-6C 2-hydroxyacetic acid (glycolic acid), 2-hydroxy propanoic acid (2-hydroxy propionic acid or lactic acid), 3-hydroxypropanoic acid (3-hydroxypropionic acid or hydroxyacrylic acid), etc., are preferably used as the hydroxyfatty acid to be used as the arginine salt. The hydroxyfatty acid is used as an arginine salt or in a state to form an arginine salt and L-arginine is preferable as the arginine.
