This device is provided with an opening/closing leg member mounted capable of opening a leg in a main unit of a hoisting accessory to have a spread butt part to an inner wall surface of a pipe member. An operating shaft positioned in the intermediate part of the concerned opening/closing leg member to be made capable of press opening and a first fluid pressure mechanism moving this operating shaft in an axial direction are provided. An engaging arm mounted in a main unit of the hoisting accessory to be made capable of engaging with an outer surface side of the pipe member and a second fluid pressure mechanism starting the engaging arm operated in the halfway of an operating stroke of the first fluid pressure mechanism are provided.
