The binding material K for banknotes P' placed on a table 23 and pressed by a pressure member 24 is opened by a cutter 25. When this unpacking action is completed, the table 23 drops the opened banknotes P' onto another table 26. Banknotes P, P' taken out by a takeout device 27 are judged by a judging part 6 whether they are facing up or down and introduced to No.1 transport path 8 or No.2 transport path 10 by No.2 distribution gate 9.
