In a frame 4, part of a plane-view square supporting part is formed by the respective side walls of a first support 4a and a second support 4b, and a pair of driving levers 5 and 6 are pivotally supported so that their rotary axes are made orthogonal to each other on the respective side walls of the supporting part, and an operation lever 7 whose swinging operation is possible is connected to the crossing section of the both driving levers 5 and 6. The pair of rotary motors 11 and 12 for applying external force via the driving levers 5 and 6 to the operation lever 7 are arranged so that their rotary shafts 11a and 12a are made orthogonal to each other, and a first rotary encoder 30 and a second rotary encoder 31 are arranged at the opposite side of the intersection P of the rotary shafts 11 and 12a. An acceleration gear train is interposed between both code boards 17 and 23 and both driving levers 5 and 6 of the rotary encoders 30 and 31.
