The cooling and heating device of heat accumulation type is structured so that at least either of the piping 5 for circulating a heat source and heating medium is provided inside or on the surface of either of the wall, floor and ceiling to constitute a building, wherein the wall, floor and ceiling having the piping 5 to circulate the heat source or heating medium are formed at least from lightweight foam concrete panels 8 and 11, and the piping is installed inside or on the surface of the concrete panels 8 and 11.
