A filtrating and separating apparatus 130 for filtrating treating water which has treated combustion gas to separate the same into sludge and treating water, and a fuel manufacturing unit 30 for emulsionizing the treating water cleaned by the filtrating and separating apparatus 130, a part of waste water, kerosine and waste oil, are provided. Emulsion fuel, manufactured by the fuel manufacturing unit 130, is burnt in an incinerator 20 by an emulsion burner 21 and refuse is incinerated as auxiliary fuel. Water or air is supplied to a heat exchanger 64 to supply the heat energy of the hot-water, steam, warm air or the like to the outside of the system.
