A degree of freedom in the shape which has been limited only for vertical use, is widened, the miniaturization can be achieved, a water spraying quantity per a plane area is increased to increase heat transfer coefficient and substance moving coefficient, and electric power for a blower can be saved. Complete counter flow heat exchange is performed when it is used in an air conditioner, the heat transfer coefficient is increased, the miniaturization can be achieved, and water-soluble impurities such as SOX, NOX included in the outside air can be eliminated by activating merits of a direct contact method.
