To improve the effect of heating by the calorific power of an electrically heating element while the temperature of hot water is low.
An electrically heating element 9 is integrally assembled in a heat exchanging core section 3 of a hot water heat source for heating the air blown out in a car compartment. Lid members 6d, which are flow limiting means to limit the flow of hot water, are attached to the compressed tubes 6 adjacent to both sides of the electrically heating element 9 out of compressed tubes 6 of the heat exchanging core section. This constitution limits the flow of the hot water to the compressed tube 6 adjacent to the electrically heating element 9, which makes it possible to effectively restrain the heat of the electrically heating element 9 from being transmitted to hot water of low temperature. Therefore, the fast-acting property in heating by the electrically heating element 9 can be effective displayed.
