The heat ray blocking plate is formed by coating a metal substrate material with heat-ray blocking paint composition containing fluorine-based resin or chlorine base resin as a binding component. The black pigment has solar reflectivity not less than 8.0% in a wavelength region 780-2100nm, and reflectivity not more than 15% at any wavelength in a visible region wavelength 400-700nm, and comprises baked pigments containing Fe2O3indispensably and at least one of Cr2O3and Mn2O3, or baked pigments containing Fe2O3, Cr2O3, Mn2O3, and NiO.
