The flame-resistant heat treatment apparatus of a gas circulation type for heating a polyacrylonitrile-based fiber bundle coated with a silicone-based finishing oil with an oxidizing atmosphere gas has a gas introduction part for blowing the oxidizing atmosphere gas approximately perpendicular to the progress direction of the polyacrylonitrile-based fiber bundle and a gas discharge part for discharging the oxidizing atmosphere gas arranged opposite to the gas introduction part. The gas introduction part is equipped with a porous plate having an opening part enclosing a circle with a diameter of 10 mm.
