PURPOSE: To improve comfortable characteristic for heating by a method wherein a rate of radiation heating amount in a sum of heat radiation amounts of radiation heating and a hot-air heating is increased more at a low heating load than that at a high heating load.

CONSTITUTION: The heating device is provided with a radiation heating means Hr for radiating heat through thermal radiation against a heated region R and a hot air heating means Ha for radiating heat through supplying of hot air against the heated region R. A load judging means Mx judges a heating load Q in the heated region R. A heating proportional control means My increases a rate of thermal radiation amount (qr) of the radiation heating means Hr in a sum of thermal radiation amount (qr) of the radiation heating means Hr and the thermal radiation amount (qa) of the radiation heating means Ha more at the low heating load than that of the high loading. With such an arrangement as above, a required heating or warm feeling can be effectively attained.
