Abstract:
PROBLEM TO BE SOLVED: To improve coding efficiency in the case of applying hierarchical coding to an image.
SOLUTION: A base layer coder 500 encodes a received video signal to generate a base layer code stream and provides an output of coding residual and quantization information. A coding residual incidence probability calculation section 502 calculates incidence probability of the coding residue based on quantization information and a statistic relating to a value before quantization stored in advance, and an arithmetic coder 501 applies arithmetic coding to the coding residue based on the incidence probability. The result of the arithmetic coding is multiplexed by a multiplexer 503 with quantization information and an enhancement layer code stream is generated.
