PURPOSE: To attain high image quality by applying emphasizing processing between plural pixels continuing in an oblique direction after applying smoothing processing between the plural pixels continuing in longitudinal and lateral directions.
CONSTITUTION: When image information is inputted to a dot filter 20, the smoothing processing is performed when it is an area where the pixels with high density like a dot scatter regularly, and the emphasizing processing is performed when it is the one where the pixels with high density exist successively like a character or line. As a result, moire can be prevented from occurring by a binarization processing means 200, and furthermore, thinning, defacing, and unsharpness, etc., can be prevented from occurring. In other words, when an original is set and the start of image processing is inputted, the smoothing processing is applied to the image information read by a scanning means when it is a pattern in which the pixel with high density like a dot pattern is arranged in the oblique direction for a scanning direction when it passes the dot filter 205, and the emphasizing processing is applied when it is a pattern in which the pixel with high density like the character or the line, etc., is arranged continuously in the longitudinal and lateral directions for the scanning longitudinal direction.
