A filter medium 6 such as sand is filled in the hole 5 to construct a permeable layer, and water is collected into the pipe 10 through the wellpoints 13 by negative pressure applied to the pipe 10, and collected into a separate tank 20 by a high lift pump 15 provided inside the casing pipe 10. A means for applying negative pressure to each of the tank 20 and pipe 10 is composed of a vacuum pump 28 in an exhaust system 25.
