To provide the high-pressure fluid driving and rotating device wherein high-pressure fluid is made to flow through an inflow hole 1a into a first pipe 1h and into a second pipe 1h' alternately by using an inflow/outflow switching means, while outflow fluid is made to flow out through a outflow hole from the first and second pipes alternately. The first and second pipelines are connected to the rear part of one pair of a first cylinder 2a and a second cylinder 2a' respectively facing perpendicularly to a driving shaft 2f of a rotary driving means respectively. The reciprocating motion of a first piston 2b and a second piston 2b' is converted to the rotational motion by using a crank means, and the rotation of the switching rotator linked to the rotation of the driving shaft has the mechanical interlock mechanism in which the inflow/ outflow of the high-pressure fluid is performed synchronously in the first and second cylinders alternately.
