An irregular surface shape is formed by arranging a large number of dimples or projections on a blade surface 2 of an outer surface of the rotor 1 with roughly equal pitches in the blade chord direction and the blade width direction. It is possible to increase resistance by peeling of a flow from an outer surface, to reduce generation of oscillation and reduction of lift, to improve stalling prevention, etc., and moving performance and to carry out stable movement at higher speed.
