To provide a high ion-conductive material with good dispersibility and compatibility, and to provide a homogeneous ion conductor film using it as a raw material.

A homogeneous high ion conductive resin is formed by polymerizing a monomer whose general formula is represented by the formula (1) (where R1is hydrogen or a methyl group) in a graft copolymer resin having a principal chain comprising three structure units: (CF2CH2), (CF2CFCl), and (CH2CH(CH2OCOO-R)), and a side chain (R part): (CH2CH2) and/or (CF2CH2).
