PURPOSE: To obtain a hold-down winding tape with excellent ease of work and ease of water content control by making a tape utilizing a highly water- absorbing polymer so that water content becomes 15W80%.

CONSTITUTION: A highly water absorbing polymer in various forms containing 15W80% (wt.%) of water is retained in a base material for hold-down winding tape. Powdered polymer is either held between two tape base materials or mixed with binder, kneaded into a paint-like condition and painted on the base material. Or, fiber-like polymer can be mixedly woven into the base material. This highly water absorbing polymer is made to absorb water to make a hold- down winding tape for flame-retardant cable. Since the water content absorbed in the polymer has good water retaining property, the water is not emitted easily. The tape is not sticky and shows good ease of work. Since the amount of water is easily controlled, a tape containing a specified amount of water can be easily made.
