The device includes a first driving means 36 for displacing at an angle a mounting section 35 on which the specimen S is loaded detachably around a horizontal axis LH at a back side farther back than the mounting section 35; and a second driving means 37, on which the first driving means 36 is loaded for angularly displacing the first driving means 36 around a vertical axis LV. The mounting section 35, on which the specimen S is loaded, is displaced at an angle around the horizontal axis LH at a rear side farther than the mounting section 35 by the first driving means 36, and the first driving means 36 is displaced at an angle around the vertical axis LV by the second driving means 37, and the transmission characteristics and the reception characteristics of the specimen S are measured.
