To sound a horn by giving only a light pressure to a cosmetic member, that is, a horn switch element incorporated in the cosmetic member disposed substantially at the center of a steering wheel.

In this horn switch mechanism, a mark 22 is disposed near the center of a steering wheel, that is, substantially at the center of a pad cover 12, and conductive rubber 28 is incorporated in the mark 22. Fastening members 32 fastening the mark 22 to the pad cover 12 hold the mark 22 when a bag unfolds itself and have a function as a horn terminal. Because the center of the mark 22 is positioned at all times near the center of rotation of a wheel part not only when the wheel part is still but also rotating, a horn sounds by giving only a light pressure to the mark 22 incorporating the conductive rubber 28. Accordingly, operation feeling of horn operation is satisfactory.
