CONSTITUTION: An attracting plate 32 is formed of a cylindrical body 32a which is concentrically placed at the periphery of a cylindrical hollow body 16 and a radial clearance is formed and is supported by three bars 34 projected at radially symmetrical positions on the cylindrical hollow body 16. Under a condition under which a cover lid 20 is lifted at an opening 14 on the side of the outside air and the cylindrical hollow body 16 is opened, the air flowing in any direction on the upper part of the attracting plate 32 enters a clearance between the cover lid 20 and the opening 14 of the cylindrical hollow body 16, and the air swirls by this attracting plate 32 and passes again outwards. By a negative pressure caused by a vortex at that time, hot-air staying in an interior is attracted and exhausted through an opening 12 on the side of the interior of the cylindrical hollow body 16. In this way, even if the air flows in any direction, it is possible to exhaust the hot-air, and since the cover lid 20 is in plane, round shape and has an outer diameter of which the size can close the opening 14, raindrops can be prevented from entering through the attracting plate 32.
