By inserting the electric discharge main part of an electric discharge structure 1 from the outside of a decontamination object 3 which is waste such as medical waste deposited on a treatment site 2 to the inside or by depositing the decontamination object 3 on the treatment site 2 so as to cover the electric discharge main part of the electric discharge structure 1, a form in which the electric discharge main part of the electric discharge structure 1 is embedded inside the decontamination object 3 is formed. In the state, electric discharge power 4 is supplied from the part exposed to the outside of the decontamination object 3 in the electric discharge structure 1 to the electric discharge structure 1, the electric discharge main part of the electric discharge structure 1 generates arc electric discharge and releases plasma (shock waves) 5 to the decontamination object 3 to sterilize harmful microorganisms and viruses existing inside the decontamination object 3. Also, the sample of bacteria such as bacillus is embedded in the decontamination object 3 beforehand, the sample is taken out from the decontamination object 3 to the outside after the end of the arc electric discharge, and the degree of the sterilization is confirmed.
