To provide a howling preventing apparatus, a howling preventing method, a program, and a storage medium capable of suppressing the occurrence of an echo sense and howling caused in a conversation even when a volume of a speaker output voice is increased.
The howling preventing apparatus includes: a speaker for outputting voice such as voice or the like received from a remote end talker; a microphone for picking up voice of a near end talker or the like; and a central arithmetic processing unit 13 for controlling the entire components of the apparatus, and the central arithmetic processing unit 13 includes: a received voice volume setting means 51 for setting a volume of the received voice or the like; a filter means 52 with a speaker output frequency characteristic wherein a gain of a peak frequency is not increased but a slope gain is increased in response to the voice volume set by the received voice volume setting means 51; and an inverse characteristic filter means 53 having an inverse characteristic to that of the filter means 52 with respect to a voice picked up by the microphone.
