A voice communication terminal 17 obtains a voice of operation contents that an operator speaks when performing operation and transmits it to a voice confirming device 18 through a repeater 16. The voice confirming device 14 predetermine operation information indicating operation to be performed and recognizes the voice of the operation contents obtained by a voice communication terminal 17 to generate voice recognition information. Further, the voice confirming device 14 collates the voice confirmation information with the operation information to decide whether the operation is proper.
