A balance weight 2 is located at a position not to collide with a buffer 6 at this time, i.e., the length of a rope 9 on the balance weight 2 side is set so that a gap set in advance is kept between the balance weight 2 and the buffer 6 when the stopper 41 of the plunger 4 hits the upper section of the cylinder 3. Even if the elevator rises excessively due to some abnormality, the stopper 41 is prevented from hitting the car 1, and the buffer collision of the balance weight 2 can be avoided.
