A discharge port 12a of the first positive displacement pump 44 and a suction port 12b of the second positive displacement pump 45 are connected to a liquid chamber 21b of an actuator 21. A suction port 12b of the first positive displacement pump 44 and a discharge port 12a of the second positive displacement pump 45 are connected to a reservoir 23. Pressure application and reduction in respect to the actuator 21 are carried out by changing over pumps operated.
